Oakley Names Danielle Navarro as Assistant City Manager

The City of Oakley is pleased to announce the hiring of Danielle Navarro as Oakley’s new Assistant City Manager. Her first day with the City was April 28, 2023.

“I’m tremendously excited about this new operational structure,” said Josh McMurray, Oakley’s City Manager. “Danielle brings an incredible amount of diverse experience to the City. Her leadership skills and genuine passion for public service will help continue to move the City forward.”

Danielle brings twenty years of experience in local government, having most recently served as the Principal Management Analyst/City Clerk for the City of Pleasant Hill. She began her career in the City of Berkeley City Clerk’s Office, earned a Master of Public Administration degree while working there full time, and advanced through multiple positions in the Berkeley Public Works Department before moving to the City Manager’s Office in Pleasant Hill as their Senior Management Analyst/Deputy Clerk in 2014. She promoted to Principal Management Analyst/City Clerk in 2021, and in addition to her duties as the City Clerk, had a varied portfolio from special projects and overseeing the City’s landscape and lighting assessment districts to staffing two commissions and managing the City’s Senior Van Service. She brings extensive experience in budget development, analysis, and management; research; program and project management; people-first leadership; and implementing service improvements.

The Assistant City Manager position is new to Oakley, having formerly been the Assistant to the City Manager. Danielle will manage the City’s IT services; work on special projects, including updating and implementing the City’s emergency management plan; and serve as the City’s Public Information Officer leading City messaging and community engagement efforts.

“I am honored to have the opportunity to serve Oakley residents, business owners, and visitors, and to be a part of all of the exciting changes,” Danielle said. “I am thrilled to work with the incredible team Josh [McMurray, City Manager] is leading at the City of Oakley and I look forward to engaging with the community.”

In addition to her role with the City of Oakley, Danielle is a member of the Municipal Management Association of Northern California (MMANC), the International City/County Management Association (ICMA), and Women Leading Government. She is a professional mentor through the City Clerk’s Association of California and a mentor with IMentor Bay Area for high school students, and is a Certified Municipal Clerk through the International Institute of Municipal Clerks (IIMC). In addition to her MPA from Cal State Hayward [now East Bay], she holds a BA in International Relations from UC Davis.

Danielle’s selection as Oakley’s new Assistant City Manager is the result of a recruitment process that began in February 2023, when the City announced the opening of the position. She was selected from a total of 42 applications.

So refreshing the city renamed the position to Assistant City Manager and hired a person that worked her way up and is bringing so much experience in that position. So much different than that former position “assistant to the city manager” which was a complete waste of city funds, paying an unqualified person to make uneducated decisions that hurt the city.

Kudos to the City of Oakley for conducting a proper hiring process and bringing on a person with relevant education and experience for the position. Quite a contrast with another Contra Costa city…
