Antioch Looks to Award $2.5 Million for Contra Loma Estate Park Upgrades

On Tuesday, the Antioch City Council will consider awarding a $2.5 million contract award to a contractor to renovate Contra Loma Estates Park.

According to the city, it received 10 bids with the low bid being submitted by Star Construction of San Bruno.

The park improvements include new outdoor gym/exercise equipment, a walking/jogging exercise pathway, a climbing feature for older youth, shaded picnic and BBQ area, a dog park, a restroom, new lighting and fencing around the existing basketball courts and new landscape and security lighting throughout the park.

The city says the park amenities were prioritized by neighborhood residents and community organizations active within the community. Contra Loma Estates Park is estimated to serve 8,000 residents within a half-mile radius and currently has no amenities and is not attractive for many traditional outdoor family activities.

The fiscal year 2023/24 Capital Improvement Budget includes $2.75 of State of California, Department of Parks and Recreation Grant funding for the Contra Loma Estates Park Renovation Project.

Bicycle Garden Project Cooperative Agreement

The council will look to approve a cooperative agreement with the Contra Costa Transportation Authority for a Antioch Bicycle Garden—funded in part by the Safe Streets and Roads for All Grant.

If approved, the grant is for $4 million—requiring Antioch to commit a match of just 20% (or estimated around $1 million).  At its June 14, 2022 meeting, $550k from the General Fund was allocated for design of the project and the remaining $450k will be funded by the Capital Improvement Fund.

According to the Staff Report, in February 2023, CCTA was awarded $28.9 million from the USDOT to deliver five projects that make neighborhoods safer around Contra Costa County.

The project would be constructed at the Prewett Community Center Park which includes a hands-on bicycle training facility, designed like a miniature city streetscape. It will consist of small roads that weave in and around the landscape areas—traffic signals, road markings, bus stops, bike lanes, train tracks and more to help youth learn the rules-of-the-road, with preliminary estimate for the project being $5 million.

Antioch to Respond to Grand Jury on Mental Health Crisis Response

The Antioch City Council will look to approve its response to a request from the Contra Costa Grand Jury on its mental health crisis response.  The council is being asked by the Grand Jury to update its response to its Grand Jury Report #2106 Mental Health Crisis Response”.

Back in October of 2022, the city council approved its own crisis response team versus working with Contra Costa County. It came with a cost of between $1.8 to $2.2 million per year and the city is using American Rescue Plan Act (ARPA) funds for the pilot. Since the launch, however, no data has been provided to the public on the program such as number of calls or program effectiveness. — Full preview on this item, click here

Antioch needs to stop spending money mindlessly. They could hire several code enforcement officers with $1M. The neighborhoods look like trash and are filled with code violations dragging down property values.

As much as I love the idea of park improvements, I have to wonder how many “normal” people go to parks in Antioch these days. They’re too dangerous for most of us and the thugs don’t appreciate new exercise equipment.

Me having a disability. I think Antioch is the most upbeat beautiful city to live in. And renovations of this park and what it can bring to this city just makes my heart melt.
