Oakley Set to Talk School Resource Officer, Budget and Pay Raises

On Tuesday, the Oakley City Council will look to approve a school resource officer agreement with the Oakley Union Elementary School District.

If approved, the officer would serve the two middle school campus at Delta Vista Middle School and O’Hara Park Middle School. The terms would be for 3-years, July 2024 through June 30, 2027 and could begin around the Thanksgiving/Christmas timeline.

The agreement defines the role of one full-time SRO, who will split their time equally between Delta Vista Middle School and O’Hara Park Middle School, working a 4/10 schedule. The primary purpose of the SRO program is to encourage desirable behavior, ensure a safe environment, and foster communication between students, parents, school staff, and police officers.

The cost of the SRO program will be shared between the City of Oakley and OUESD, with the District paying the City $71,308 in FY 24/25, $73,447 in FY 25/26, and $75,651 in FY 26/27. Payments will be made in quarterly installments and prorated from the start date of the SRO’s assignment. The payments made constitute a 50% split of the base salary of a School Resource Officer, which is consistent with the agreement the City has with the Liberty Union High School District.

It should be noted, the agreement does not begin (technically) until the police department has a steady ability to maintain 36 health sworn officers.

Fiscal Year 2024/25 Operating Budgets

The Preliminary Operating Budget workshop focused on the General Fund and included $32,136,950 of operating revenues and $31,115,547 of operating expenditures. The one-time use of the available fund balance was also part of the work session with $4,000,000 being allocated to the Library Project.

With no proposed changes to the General Fund budget, the total City-wide Proposed Budget revenues amount to just under $72 million, with proposed City-wide expenditures of nearly $77 million, excluding transfers

  • General Fund Reserves: The projected beginning unreserved, undesignated fund balance in the General Fund for the Fiscal Year 2024/25 is approximately $7.3 million. The projected fiscal year-end unreserved, undesignated fund balance in the General Fund for fiscal year 2024/25 is approximately $4.4 million. The decrease is due to the one-time use of funds for the planned library project. The 30% Reserve remains in place and funded for the fiscal year 2024/25 and throughout the ten-year plan.
  • Capital Projects: Each year, the City’s Five-Year CIP is presented to the Council with the Budget. Capital Projects planned for Fiscal Year 2024/25 include new appropriations of $13,175,000, compared to just over $44 million in Fiscal Year 2023/24. Major projects include $8.0 million for Laurel Road Widening, and $4.5 for the Library project. A summary of all CIP projects can be found on pages CIP-13 budget document.

Other Agenda items of interest:

  • Oakley City Manager Pay Raise — A Third Amendment to the Employment Agreement is proposed and would become effective July 1, 2024. It would amend the Agreement to provide for: A 5% increase in the City Manager’s salary to $291,375 (an increase of $17,808 annually); and An increase in the City Manager’s severance pay to 9 months, with a right to earn one additional month per year, upon a favorable evaluation, up to a cap of 12 months of severance
  • City Attorney Services — The proposed Sixth Amendment would extend the contractual arrangement between the City and now Cole Huber LLP through June 30, 2027. If approved, effective July 1, 2024, the retainer for all customary City Attorney services, identified as “Retainer Services”, would be $192,000 for Fiscal Year 2024-25; $198,000 for Fiscal Year 2025-26, and $204,000 for Fiscal Year 2026-27.
  • Joint Agreement with OUESD: establishes new maintenance obligations with parks – playgrounds and turf care. 5 year term w/2 additional years. Establishes new responsibilities and who is responsible for what portion including joint maintenance of O’Hara Middle School Park and Vintage Elementary park and playground areas.
