Oakley Set to Look at Downtown Library Feasibility

At its upcoming July 11 meeting, the Oakley City Council will begin looking at the feasibility of a downtown library and development project.

According to the Staff Report, the council is being asked to execute a contract with Urban Field Studio for the Library and O’Hara Residential Projects Design and Economic Feasibility Analysis and appropriating American Rescue Plan Act funds to the project.

Along with a library, the city council directed staff to focus on an option that would place high density, multi-family housing on the City block bound by O’Hara Avenue to the west, Acme Street to the north, 2nd Street to the east and Ruby Street to the south.

The purpose of the housing component is to allow the City to utilize a Public Private Partnership (P3) model, which in this case would allow a developer to provide the City a public facility as part of a private development project. The new library would be located on the Civic Center campus, in the location where the current corp yard sits. This initial analysis was promising, and Staff has been working with Baker Tilly over the last several months to find a consultant team that can refine and validate the initial assumptions in the original analysis.

The cost for the study is $60k.

  • In late 2012, there was talk by the Friends of the Oakley Library to turn the former CentroMart Building (now Grocery Outlet) into a library.
  • In Feb 2016, Oakley places $93 library tax on June Ballot – it did not pass.
  • Nov 2019, Oakley works to bring a detailed plan for a stand-alone library utilizing the former Contra Costa County Sheriff Delta Station building.
  • In April 2022, the city Council entered a cooperative agreement with Contra Costa County for the demolition of the former Contra Costa County Sheriff Office Delta Substation.

The city needs to stop taking government cheese in exchange for high density housing. Carol Lane is working out great. Stop selling out Oakley, city council.
