San Pablo – After a 30-year career in local law enforcement, San Pablo Police Chief Ron Raman has announced his retirement from the City of San Pablo Police Department.

During his over six-year tenure as San Pablo’s Police Chief (2017-23), Chief Raman has overseen the successful development of many extensive programs in the San Pablo Police Department in the areas of progressive community policing, police infrastructure, technology, and law enforcement training programs.

Chief Raman has implemented diverse recruiting strategies which has resulted in being full staffed for its 92-member Department. Under his leadership, the continued and ongoing investment in these critical areas have boosted Departmental community engagement which has culminated a major decline in crime in San Pablo.

“Chief Raman has exemplified tremendous leadership during an unprecedented period of growth and innovation in our Police Department. He is a true leader in his profession, and has built a stellar reputation as a fully-engaged, Police Chief who has expanded the city’s ongoing investments exponentially in a number of critical public safety community activities, technology programs and services to the San Pablo community. He will be sorely missed,” stated San Pablo City Manager Matt Rodriguez.

Chief Raman’s imminent departure, City Manager Rodriquez will immediately appoint San Pablo Captain Brian Bubar as Interim Police Chief following Raman’s official retirement date.  A 21-year veteran of the Department, Captain Bubar has served in a number of ascending positions of leadership, responsibility and supervision, including several police command positions since 2016.

In August 2021, Captain Bubar earned a Masters Degree in Law Enforcement and Public Safety Leadership from the University of San Diego, CA and previously earned a Bachelors Degree in Criminal Justice from California Coast University in September 2018. Additionally, Captain Bubar is a 2021 graduate of the California Commission of Peace Officers’ Standards and Training (POST) command College Program.

The city will commerce an executive recruitment for a permanent Police Chief later this year.

“For the past six years, I have had the honor and privilege to serve this wonderful community. My role as San Pablo Police Chief has been the highly of my more than 30-year career in law enforcement. With some sadness and excitement about what life will bring in the years ahead, I announce my retirement as police chief, effective as of the end of the year.

The men and women of the San Pablo Police Department are dedicated and true. They deeply care about keeping the community safe, always seeking a modern and progressive approach to law enforcement. I am proud of their efforts and I am confident in our police department’s leadership team. I know that our city and police department will be in good hands during this transition. Thank you to the community and the city for entrusting me with the opportunity to lead this amazing Police Department that will continue to be a model for others in law enforcement.”


Editors note – Prior to being hired as San Pablo Police Chief in 2017, Raman was with the Pittsburg Police Department. He was selected from a field of 32 applicants.

Raman has West Contra Costa County roots having spent his formidable teen years growing up in Pinole, CA, and graduating from Pinole Valley High School in 1991.   He earned a Bachelor of Science Degree in Criminal Justice from California State University, Sacramento in May 1996, and a Master’s Degree in Leadership from St. Mary’s College in May 2004.  He was hired by the Pittsburg Police Department in 1996, and has had an accomplished career of advancement currently serving as Police Captain since 2014.  He is also a 2012 graduate from the California Peace Officer Standards and Training (POST) Command College Graduate Class #50.  Additionally, Raman also served as Administration of Justice part-time faculty at Los Medanos Community College since 2005 in Pittsburg, CA.
