Oakley to Review 77 Home Sellers Avenue Subdivision

On July 11, the Oakley City Council will review the Sellers Avenue Subdivision which seeks to place 77-homes on 20.42 acres on Sellers Avenue.

The project, by MLC Holdings, is located along the western boundary of Sellers Avenue, which is also the City limit line at the project location. It also intercepts with the BNSF (Burlington Northern Santa Fe) railroad tracks which run in a northwest-southeast direction as well as the future Laurel Road extension.

The proposed project would result in the subdivision of approximately 20.42 acres into a new, 77-unit single-family residential neighborhood, including public streets, open space with a neighborhood park (Parcel B) and stormwater retention basin (Parcel F). The project will also be dedicating approximately 2.35 acres of land along Sellers Avenue and the future Laurel Road extension right of way along the project’s northern boundary. Approximately 2.76 acres will be required for the stormwater detention basin and open space/park area. As proposed, the gross density (includes gross acreage before right of way dedication, parks, landscaping, etc.) would be approximately 3.77 dwelling units per gross acre (du/ga) with residential lot sizes ranging between 5,400 (32 lots) and 10,239 (Lot 8) square feet (sf), and an average residential lot size of approximately 5,970 sf.

Access to the neighborhood streets would be via Sellers Avenue. The applicant has proposed a homeowner’s association to maintain the detention basin, park area, and all common areas of landscaping.

Dedication and improvements to Sellers Avenue will result in a 47-foot pavement width, including approximately 17 feet of the existing pavement on the east side of the centerline, and 32 feet of landscaping and a sidewalk on the project side. The applicant will also be dedicating 57 feet along the northern property line for the future improvements for the Laurel Road extension right of way, which will be a City-sponsored project crossing Laurel Road over the railroad tracks and connecting it to Sellers Avenue. The project will not be installing any of the Laurel Road improvements at this time, except for a sound wall on the private properties.

During the April 4 planning commission meeting, several people expressed concerns with the project which included:

  • Reduction of speed limit to 35-40 mph
  • Traffic concerns from signage to the current 50-mph zone
  • Sound walls
  • Privacy concerns
  • Quality of life issues
  • Low density housing, horses and farms now alongside medium density
  • Want Sellers to remain rural
  • Storm drain issues plus railroad track vibrations
  • Oakley General Plan does not account for existing rural residents. Accuses this project promotes urban sprawl and creating rural gentrification.
  • Requests several homes remain at one story to maintain privacy
  • Knightsen-Oakley buffer zone.
