As of 9:00 am Monday, the Contra Costa County Sheriffs Office continues to negotiate with an armed barricaded subject in San Pablo. A lockdown order was issued.

The incident began before 3:00 am Monday with an alert being issued with additional law enforcement agenesis on scene, fire and AMR. There are multiple road closures in the area. This incident is occurring outside the jurisdiction of San Pablo Police and is being run by the Contra Costa County Sheriffs Office.

9:00 am Update from the Sheriffs Office:

The Sheriff’s Office is currently working on an incident regarding an armed barricaded subject in the 1400 block of Rachel Drive in San Pablo. A shelter-in-place was issued for surrounding residences, and the area is currently closed to traffic.

4:00 pm UPDATE Situation is resolved in Montalvin Manor. Suspect is in custody.

9:30 PM UPDATE: This morning at about 1:17, Bay Station deputy sheriffs responded to a report of a shooting and verbal disturbance at a residence on the 1400 block of Rachel Road in Montalvin Manor.

Responding deputies set up a perimeter and began making announcements for the residents to exit the home.

Deputies located the suspect in a shed in the backyard. The suspect began firing a gun from inside the shed when deputies made announcements for him to exit. He exited the shed armed with a handgun and began firing multiple rounds in the air, at drones, and in the direction of deputies’ patrol cars.

Emergency alerts from the Community Warning System were issued asking nearby residents to shelter in place, and several residences were evacuated.

Throughout the incident, the suspect sporadically fired rounds from inside the shed while refusing to come out. The Sheriff’s Office SWAT team responded to the location. The Hostage Negotiation Team arrived and attempted to communicate with the suspect numerous times. The suspect refused to communicate and fired numerous shots at deputies throughout the incident.

After several hours and multiple attempts to have the suspect surrender, he was taken into custody.

The suspect is identified as 38-year-old Leo Ortega of Montalvin Manor. He will be booked into the Martinez Detention Facility on charges that include attempted homicide, assault with a firearm on a peace officer, felon in possession of a firearm, restraining order violation, negligent discharge of a firearm, and probation violation. Ortega also had a no bail arrest warrant for elder abuse.


An early morning alert in San Pablo has prompted a shelter in place alert from the Contra Costa County Sheriff’s office.

The order was issued just before 3:00 am.

No other information on the incident has been released.

As of 4:51 am, it was confirmed a suspect was still inside a building/residence.

Should have used the Pleasant Hill Police technique of leaving and then going back later to arrest.
