On Tuesday, Assemblyman Bill Essayli introduced his public safety package which included a bill requiring armed police officers on every school campus.
Under AB 3038:
This bill would require a school district or charter school to hire or contract with at least one armed school resource officer, as defined, authorized to carry a loaded firearm to be present at each school of the school district or charter school during regular school hours and any other time when pupils are present on campus. By imposing an additional requirement on school districts and charter schools, the bill would impose a state-mandated local program.
Assemblyman Bill Essayli held press conference joined by crime victims and law enforcement officials to discuss California’s crime crisis and announce three bills which will create stronger punishments for criminals using a gun in the course of committing a felony, make school campuses safer, and ensure more fair juries.
“We are hear today to have an honest conversation about the state of public safety in California,” stated Essayli. “The men and women behind me, those are the adults in the room. We are going to talk about public safety. The elected leaders have failed the people of California with years of soft on crime and pro-criminal legislation which created scenes of violence and lawlessness that has come synonymous with California.”
Essayli highlighted that according to Public Policy Institute of California, 76% of California say violence and street crime is serious. He added that the California DOJ shows the homicide rate has risen 23.9% from 2017-22—with a 6.1% increase in violent crime and 6.2% increase in property crime year over year.
“Our government has stayed the course pursuing disastrous and dangerous policy platforms that put criminals over victims. Diversion over punishment and politics over people. The time for playing political games is over and time to put public safety over politics,” stated Essayli.
He then introduced his public safety platform package to accomplish three things:
- Restore the firearm sentencing enhancement (AB 3037)
- Require an armed police officer on every school campus (AB 3038)
- They will remove anti-police bias in juries (AB 3039)
Under AB 3037 – This bill would make the provision relating to the dismissal of enhancements inapplicable to firearms-related enhancements, but would allow the court to dismiss these firearm-related enhancements pursuant to the court’s general authority to dismiss an action, as specified.
Under AB 3039 This bill would remove a prospective juror’s views related to law enforcement as a presumptively invalid basis for exercising a peremptory challenge.

Wet don’t need more cops in schools. We need better funding for campus security and staffing.
